Statement on behalf of the Group of 77 and China by Ambassador Yuri Gala López, Chargé d'Affaires a.i. of the Permanent Mission of Cuba to the United Nations, during the informal consultation regarding the proposed scope and elements of the Summit of the Future (New York, 20 June 2023)

Distinguished co-facilitators, H.E. Mr. Neville Gertze, Permanent Representative of Namibia, and H.E. Ms. Antje Leendertse, Permanent Representative of Germany:

I have the honor to deliver this statement on behalf of the G-77 and China.

I would like to express sincere appreciation to the co-facilitators for presenting this new proposal on the scope and elements for the Summit of Future. Although the Group is still considering the proposal, we believe that it is a good basis to begin intergovernmental negotiations, in order to work collectively toward a balanced and comprehensive approach to address the challenges and opportunities of the future, with a common vision and aspirations of the international community when looking at the future.

G77 considers positive the short and general chapeau presented, which puts the emphasis on the commitment to the Charter of the United Nations, as well as the Universal Declaration of Human Rights, and the 2030 Agenda for Sustainable Development. It is also very important, the reaffirmation of the strengthening of multilateralism, global solidarity and international cooperation as the most effective way to achieve our common goals to respond to the challenges posed by the current socio-economic realities.

The Group considers positively, that among the key points of the structure of the present proposal there is a space for the necessary introduction of the recognition of the multidimensional nature of development and the need to address the interrelated challenges, such as poverty and hunger eradication, social inclusion, illicit financial flows, and economic growth in a balanced and integrated manner. It is also very important the reaffirmation of the 2030 Agenda for Sustainable Development, as one of the key elements for the Summit of Future. Another important moment could be an eventual Summit to follow up the World Summit for Social Development held in Copenhagen in 1995.

The commitment to implement the Addis Ababa Action Agenda of the Third International Conference on Financing for Development and look ahead to the Fourth Financing for Development Conference in 2025, pave the way for including a call for enhancing the means of implementation, especially in terms of mobilizing adequate, predictable and sustainable financial resources, enhancing technology development and transfer, building capacity and strengthening partnerships for development.

This proposal should serve as a skeleton, which should allow delegations and groups of delegations, to introduce other chapters and elements or to merge the proposed ones, in order to advance towards a concise and action-oriented outcome document for the Summit of Future.

We look forward to engaging constructively and in good faith with all delegations in the upcoming sessions to finalize, by consensus, a successful negotiated document, as agreed in resolution 76/307,that will guide our collective actions towards achieving the 2030 Agenda for Sustainable Development, in order to advance the common interests of humanity and the planet.
